India’s current national framework
The Government of India’s explanation of the Promotion and Regulation of Online Gaming Rules, 2026 states that the rules took effect on 1 May 2026. It explains that online money games are prohibited, including games based on skill, chance or both, and that advertising, promotion and payment facilitation are also covered.
This is more than a notice about a few restricted states. A description of rummy as a game of skill does not by itself establish permission to offer or participate in online money games.
